The Railroad Commission sends P-5 renewal, delinquency, and P-5 violation notices by paper mail.
Confirmed by the Commission's P-5 Financial Assurance Unit in November 2026. A small operator running from a field office or a PO box can miss them. The vendors who extend that operator credit never see them at all.
